direct access manage out, windows 10 enterprise

I have an ISATAP router set to to allow remote control of direct access clients. On my windows 7 Pro it work perfectly. I have two windows 10 enterprise computers that I have set up the same way. If I try to connect with SCCM remote control over port 2701, it works if I enter the IPV6 address of the direct access client. If I use the domain name of the client it fails. I packet trace show that the Windows 10 computer does a dns lookup of the direct access client for both a A record and a AAAA record. The response for the A request is just an authoritative name server. It get back the correct address for the AAAA record but for some reason does not use it. I tried doing 'telnet computer-named 2701' and get the error "Could not open connection", whereas 'telnet ipv6-address 2701' does make the connection.
